Each region has 3 seats, two elected by their respective communities and one appointed by their respective RIR board. With no quorate board at AFRINIC to appoint a member and the extreme difficulty to hold an election to vote for a board, let alone ASO AC members, there is no functioning way for AFRINIC to fill their seats.
