In March 2017, there were two members of the ICANN  ASO  Address 
Council who were  appointed or elected by the AFRINIC Community 
[1].  There would have been a board decision if the decision to 
appoint or elect those persons was dependent on a board.

There was an appointed receiver in March 2025 according to a letter 
from ICANN's Chief Technology Officer [2].  I assume that there was 
also an AFRINIC community given the following notice:

don't see any impediment to select community representatives unless 
the assumption that there is still an AFRINIC community is incorrect.
