There are governmental entities which are resource members of the 
regional internet registry.  Issues which those entities consider as 
important are generally handled by the governance body of the 
registry.  It might work similarly in those entities when they decide 
to issue a public statement.  A newspapers reported that a decision 
was taken:

There was a presentation in 2010:

It highlighted some of the potential issues for the future.  Some of 
the potential issues which were identified could still be relevant 
today, e.g. regulation of technology.

One of the points which was not raised in 2010 was the issue of 
conflict of interest.  It can erode operational integrity if the 
associated risks are not identified or mitigated.
