Dear Mr Dayekh, Mr Noah, Mr Crain,

There was a draft document about RIR governance.  One of the 
operational requirements in the document was: "An RIR must maintain 
and publish comprehensive records of its governance, activities, and 
finances in a timely and accessible manner."  For what it worth, the 
sentence could be read in various ways.

What if the Internet Registry which is supposed to serve the region 
is unable to fulfill that requirement?  Who will account for that shortcoming?
