With the wave of anti-corruption investigations and prosecutions
that are going on in Kenya w have seen another interesting aspect of the
anonymity that a cyber-cafe grants. People who have critical information
have been submitting it to the Anti-corruption unit by email via newly
created accounts on Yahoo!/Hotmail etc...

These emails obvisously are not actionable as evidence but give the cops
enough detail to go straight to the point and gather all the necessary
evidence to kick off a full fledged prosecution.

If our cyber-cafe had these measures to audit and record who uses their
facilities and when - then the confidence of anonymity would vanish and
(at least here in Kenya) out anti-corruption effort would be slowed down.
