Using RFC2317, he can CNAME the reverse for the few IP addresses he has into
names which are within forward zones he already controls. There's no need to
change any primary/secondary relationships.
He _could_ turn his own machine into a shadow primary for (one or more of)
his forward domains, which is perhaps what you're suggesting? But I think
that's an orthogonal question.
