In _which_ zone file? You should not have _any_ zone file for
132.129.216.in-addr.arpa (it's delegated to your ISP, not to you)
The only exception is if you wish to run a hidden secondary for this zone,
but as I say, I don't recommend this.

It's incorrect advice. For example, at Telinco (where I work) the 212.1.130
network hosts customers' own boxes. Many customers are running nameservers
without problems, but none of them control the 130.1.212.in-addr.arpa domain
(we do).
