Looks like Xen is seeing all the memory.  Are you currently running
DomU's on the box?  /proc/meminfo will report only the Dom0 memory,
which shrinks when you start up DomUs, or is pre-shrunk if you boot the
Dom0 with a 'dom0_mem=' parameter.
