[afnog] high latency with some bloc address

Hi community,

I've gotten my bloc ip address from afrinic. For the past two weeks I've 
noticed some strange things; I have three types of IP public blocs adresses:

- 41.223.X.Y/22 that have good latency on the net (around 190ms for 
yahoo.fr for ex.)
- 41.191.X.Y/22 and 41.74.X.Y/20 which have bad latency on the web (that 
could start from 600ms to 2000ms)

The test of latency has been done on the router positioned last before 
access to the net on the network.

I just want to remind you that we are an ISP, and this situation 
seriouslydisturbsour customers who go on the web with the two last bloc.

I would greatly appreciate your help on this sensitive matter.
