That will allow you to statically map a mac to an IP. Then simply ACL that
IP as blackhole.

  I have a dhcp server (Cisco 2600 router), i would like to bind a certain
    MAC to the IP address so that i can deny this MAC address access to the
    internet.
    Explanation: there is a certain machine on my network (large University
    Network) which is causing trouble, it is hard to track it down so i'm
    thinking of denying access to the internet then it will be easy to
    allocate this machine. Any help will be appreciated.
