Responsibilities;
1. Plan and manage IT dept operations ensuring that budgeted
objectives are reached, keeping at a minimum level administrative and
operative expenses
2. review daily IT dept operations through area managers
3. ensure that IT dept policies and procedures are fully complied with SOX
4. manage annual IT dept planification process and its execution
according to the approved budgets
5. measure his subordinates performance in order to maximize their
efficiency as well as the compnay's performance

The candidate needs to speak fluent French and English
The perfect candidate should have hands on IT experience.
Some one with experience in billing systems, any billing system will do.
Masters Degree in IT 

Between 6-7k USD net per month
Accommodation
Flights (2 per year)
Transport
Insurance + Medical etc.
Full expatriate package
