The above is off the routers that have my PCCW connections. If
I do the traceroute from a server that uses the "best path", it
looks more like this:

Point is, it still gets there, and the same hop still
looks filtered (hop 11, as above).

You're prepending quite a bit to PCCW (although I also have a lower
LOCAL_PREF, but that's something else... ).
