I have two circuits with PCCW, they both tell me the same
thing:
tinka at lab# run traceroute 41.207.160.26
traceroute to 41.207.160.26 (41.207.160.26), 30 hops max, 40 byte packets

The above is off the routers that have my PCCW connections. If
I do the traceroute from a server that uses the "best path", it
looks more like this:
[tinka at nms ~]$ traceroute -I 41.207.160.26

Point is, it still gets there, and the same hop still
looks filtered (hop 11, as above).
Here's my view of the BGP routing table from the router chosen
to forward traffic to your network:
[edit]
tinka at lab# run show route 41.207.160.26

You're prepending quite a bit to PCCW (although I also have a lower
LOCAL_PREF, but that's something else... ).
For the rest of my network, this is how I see your route:
lab3#sh bgp ipv4 unicast 41.207.160.26

The above doesn't represent all possible paths from my network,
just the best ones as calculated by each peering router.
Hope this helps.
Cheers,
Mark.
