Hi, at first glance it appears to be a permission problem.  I'd check
out your installed files and make sure that my web server could read or
execute them.

I'd check out this file --> /opt/jffnms/lib/api.inc.php on line 99 and
see what it's trying to open or do there. That may give you some insight
as to what is going wrong.
