Hello Stephan!  Thank you for the inofrmation,
 
I guess RwandaTEL ( the last TERACOM in kigali) had received one IPv6 bloc from Afrinic, Eddy can confirm if his network use IPv6.

Several people in Africa are *running* (not testing) IPv6.

Using only DNS data, one can see that the DNS registries for ".za"
and
".tn" have IPv6.

Using Afrinic reports such as
<http://airrs.afrinic.net/bgp/reports6.html/bgp.reports.2008-06-09-2001-4200.html>,
you can find several ISP, such as AS21280 in Kenya, running IPv6.
