This seems to have become official at the release of 
FreeBSD-6.1 (at which point many of the nasty bugs in 
IPfw's support for v6 had been ironed out).

6.1_RELENG's release notes on the issue say:

"The ipfw(4) IP packet filter now supports IPv6. The 
ip6fw(8) packet filter is deprecated and will be removed in 
the future releases."
