Depending on the budget they are a number of ways to achieve what you want.
If you are looking for simple turnkey non complicated products these can be
expensive to acquire but easy to maintain. Here products like Proxim,
Tsunami, http://www.proxim.com/products/ or you can also look at

which are open source so you can modify. The base product is also good
enough.

How can I forget Mikrotik too who have an interesting product but you need
to have a good team of skilled wireless engineers to get the most out of

Other wireless operators like Alvarion also had good ISM (2.4 and 5.8 Ghz)
products but have now focused heavily on the WIMAX platform. Motorola also
have a good product out designed for simplicity in the ISM bands too

have also focused heavily on the Mass broadband market with interesting new
products. 

I suppose what I have listed are just the few products that we have come
across and tested but they are a whole lot more products out there and to be
able to achieve your objectives you will need to really understand what you
are trying to achieve both from a technological and financial perspective. 

You would need to build something that gives you a resilient backbone but
does not need to much skill at the client end, however since it's a
commercial product you would need to make sure you can deliver a level of
QOS to the client. Actually another new interesting product I have been
looking into here also comes into play http://meraki.com/ they have an
interesting product priced so well.

Most of the manufacturers offer billing and management software but if the
budget is low a simple radius platform can surfice since most of the
products we have come across allow for radius authentication via a splash
page.

I hope I have not confused you more than you were at the beginning.
