Not entirely true.

VRF-Lite (Multi-VRF) is supported on several platforms within the 
Cisco enterprise router space. 

For the 1700 series, you should be able to find it on:

* 1701
* 1710
* 1711
* 1712
* 1721
* 1751
* 1751-V
* 1760
