Yeah, but in order to get an authoritative answer for the 'A' record for
ns.one2net.co.ug, you need to contact either ns.one2net.co.ug or
ns2.one2net.co.ug

However, I think that your nameserver is sufficiently reachable that the
glue in the root can be updated. If they still refuse to do this, then ask
them to give a detailled description why (e.g. dig tests, traceroute tests
etc)
