In order to block/control traffic traversing your network via your cisco router, you would need to identify it; 'spam' is quite ambiguous in this case.
it is also highly unlikely that your ethernet interface on your router could source 'spam'. You will need to analyze the traffic and identify the abnormal or unexpected traffic or traffic patterns or get your uplink provider to be a more detailed as to what the are reffering to as 'spam' so that you are better equiped to address your problem.
