Since this is a 7200 that you intend to terminate hundreds 
or even thousands of customers on, I'd recommend going 
for something more solid and stable - in this case, I'd 
go for 12.2.25(S6), which is the current version of 12.2S 
(Service Provider). It contains many of the security 
features you would typically need, including SSH.

I'm running it on my 7206-VXR chassis' terminating several 
wireless and fibre customers.
