The nice thing is there's a clean division. Linnet handles the front-end
services; the provisioning side just needs to create LDAP entries (or a flat
table of users) and a few auxilliary flat files, e.g. local_domains, which
could be maintained by hand at worst.

So any provisioning database should do; you just run the appropriate
'select' queries from time to time to regenerate the flat files for Linnet.
