Is all of that ("'the list of 13' Public Interest and National Security
Mandate") have directly something to do with Address space management?

I think everybody agree that, on these aspects of what we call 'Internet
Governance' (which are mostly Policies related) Governments and why not
ITU may have things to say and DO. Why could we not all together try to
focus on these very important points in a constructive and inclusive way
instead of lunching what I will call the 'Internet control' battle?
