Indeed. However, you'd need to find a provider who can sell the kind of the 
service you need off of PAS-4.

Having said that, PanAmSat, owners of the PAS-x/Galaxy/Horizons/SBS satellite 
fleet, can provide IP connectivity in addition to the carrier infrastructure, 
but they might be a little expensive (more expensive than the other IP 
providers that run their services off their satellite network). 

With the regard to PAS-4, it does support DVB, as long as the IP provider does 
too.

According to their coverage map, PAS-4 is some 72 degrees East, and supports 
both C and Ku-band. C-band, however, has got a larger footprint, spanning 
almost 98% of Africa, Europe and Australia. If you are looking to Ku-band, 
Malawi is just about covered (PAS-7 and PAS-10 will give better southern 
African Ku-band coverage).

PAS-4 teleports currently include BT in the UK and Carrier-2-Carrier in the 
Netherlands. On the Asian side, the teleport is managed by Asia Broadcast 
Centre. So, you have a choice of IP providers here.
