[afnog] African countries and E2EE for instagram DM

Hi folks,

Mauritius made a mistake in 2021 when it attempted to push for a TLS
proxy through a proposal.

Fast forward 2026, we have now campaigned locally through the
cyberstorm.mu community to petition meta to enable End to End
encryption for Instagram DMs for both privacy and security.

Our petition has crossed 100 signatures:
