Check if the CPU has a fan of it's own, and if it's spinning.
non-brandname PC's here typically have a cheap small fan that
does fail after 18 months. When it does, the CPU heats out of spec
 and causes the system to behave eradically as you descibe.

It's one of the reasons I prefer machines with passive cooling
(w/o fan) for servers.
