yes, and WHO has them.

it seems that in europe, asia, north america, ... the costs of peering
approximate those of transit.  i.e. the trade-off is not so wonderful.
therefore, if things are different in africa, it would be good to know
how and why they are different.  and unsubstantiated magic hyperbole
does not help.

[ btw, i believe there is a difference.  but i think it needs to be
  clarified, and any numbers need substantiation. ]
