The major problem is that most times, it's not the customers who paid you for the service (i mean the account holder) that sends such spams, most times these spammers are mobile users that move from one internet cafe to another and this makes it hard to wield the big stick on the account holders who claim they've done enough to place notices in their cafes prohibiting spams. Many are not also able to put in place any needed checks to solve it technically outside the banner notices :-)
