You have many options, depending on your motive.

Try www.asteriskpbx.org for a free GPLed PBX software. It supports H323
(Works with M$ Netmeeting) or ohphone (on Linux) supports SIP and a
proprietary lightweight (in terms of packet) voice protocol called IAX.

The server is down right now - got hacked (not by me!) sometime yesterday,
but you could try again.
