Interesting. Just to confirm check your VGA driver. If it persists, try changing your monitor. If that doesn't work, try using another VGA driver to another VGA card.

Also, check your logs or dmesg output for any irregular information.

yes it is the monitor that is flickering and it is when the operating system has been loaded  but it doesnt flicker during the BIOS POST
