(you mean primary - they are all authoritative)

You should check whether the person who updated the UG zone remembered to
increment the serial number:
dig at web.eahd.or.ug. ug. soa
>> 2002120310
dig at web.eahd.or.ug. uol.co.ug. ns
>> the three nameservers you listed above
dig at ns.icann.org. ug. soa
>> same serial number: 2002120310
dig at ns.icann.org. uol.co.ug. ns

I tried ns.ripe.net too - same result.
In other words, the secondaries for 'ug' are serving the old data but with
the same serial number as the new data. They will never pick up the new
zone contents until the serial number is increased.
