If the cost of reviewing 11 applicants is $125,000, then that is about $10,000 per applicant.
Jon Postel once suggested that people pay him (aka IANA) $10,000 for a TLD. It looks
like the "will of the IANA" has come to pass, maybe the "losing" 10 applicants should each
be allowed to launch a TLD of their choice. It would be interesting to see if any TLDs they
would want are not already in Proof-of-Concept 32-bit DNS development.

Since ICANN is a non-profit, and based on cost-recovery, it would seem the applicants
would all be due a refund of about $20,000 each. The applicants can all of course view it
as a large *donation* to the non-profit sector, and write it off. The large for-profit companies
of course like the arrangement because they get Free Address Space, while others have to
pay into the Multi-Level-Marketing (MLM) machine.
