Your variables are suspect, why not use the default for the options you
have listed, you really don't need to customise them e.g. the default
cache_dns_program is /usr/lib/squid/dnsserver and not /etc/namedb
as you have it.
dns_namservers is dns_nameserver, that's probably why you are getting an
error on that line.

Your swap directory must have it's ownership set to be squid writable.
The command chown squid.squid -R /usr/local/etc/squid would change the
permissions and squid would run.
