Well, it's available from the IETF website:
http://www.ietf.org/rfc/rfc0025.txt?number=25
and therefore forms part of the "RFC series" edited by the IETF RFC editor:
http://www.rfc-editor.org/overview.html
so yes, I would call it an RFC.

I guess it could also be considered a generic term, so anybody who wants
publish documents and call them "RFCs" can do so, but there is the potential
for confusion with the IETF series.

The IETF series of RFCs are peer-reviewed, as described in "The RFC Process"
in the above URL, much as an article in an academic journal would be.
