Restoring the backups (you do backups, don't you?) seem the only
serious way. Even the validation feature of rpm will not help: it does
not cover /home for instance.
Removing root access to this person is a good idea for the future,
too. Or you can say that, from now, he will be careful when running as
root :-)
Other good lesson: never log in as root.
