As Randy said, there are some additional tools listed at CAIDA
http://www.caida.org/tools/taxonomy/perftaxonomy.xml
including an updated/differnet version of pathchar
http://www.employees.org/~bmah/Software/pchar/
see the "other work" links on this page which includes pipechar,
an lbl tool that performs hop-by-hop link measurements by
using multi-packet probes of varying sizes.
