It looks like your kernel has not been compiled with ipfirewalling
support.
edit your kernel configuration file to have
options		IPFIREWALL
options		IPFIREWALL_FORWARD
options		IPDIVERT
options 	IPSTEALTH
then recompile your kernel. The instructions for recompiling your kernel
can be found at http://www.freebsd.org/handbook/kernelconfig-building.html
