problem with WAN WIC-2A/S card on CISCO 2600

Hi,

I have a problem with a cisco 2610 [IOS 11.3(10)T] on which i have a WAN
WIC-2A/S card connected in DTE mode to the telco modem at 64 Kb/s.

After the configuration i have the line up but the line protocol is always
down. When i check the modem panel,i can see the 106,109,104 up but the
103 is always down.

Does someone knows about any IOS bug which can cause this problem ?
