Not sure what system you're working with, but the way I've 
had to do it for a custom template to be used in Cacti on 
FreeBSD-8.2 was to place the MIB files into:
	
	/usr/share/snmp/mibs/

Then edit your 'snmp.conf' file accordingly you should be 
able to continue with your graph building in Cacti. I'm not 
sure whether the location/implementation is OS-specific. 
Haven't used non-FreeBSD servers for a long time now :-).
