Are you looking at a specific solution? or planning to build one, the
query below is too generic/open.
 
The amount of traffic depends on the control you want to enforce for the
users, for instance if you just want to authenticate, then the radius
requests are kept at a minimum, if you want to do some form of fancy
fair usage like if you download 1Gb throttle the user down to 128Kbps,
then expect more radius management/signallingtraffic, if you want
mobility between access points?, using it for billing?; more traffic
 
so the correct answer to your query is it depends:-).

Am looking to understand how hotspots wotk in terms of management
overhead and keeping track of logged in users.

What capacity is ideal for a connection to a Radius server for
authentication.
After authentication how is tracking of users kept to ensure that
management traffic is kept at a minimum.
