We've seen this issue on some of the Juniper's we have in 
our network. We actually have case open with JTAC on this.

It seems to point to some interface flaps.

Can you confirm whether the link between you and your ISP is 
stable? The logs in the Juniper (or your side) could have 
captured something too.

Do you have an ASR or a 7206? What IOS release?

Also, what Junos release is your provider running?
