A truly perplexing problem.  Well done on the write-up!  It was clear
and detailed, and I wish more people would go to the same lengths.

Could you please post the output of the following commands?

  /sbin/sysctl net.ipv4.ip_forward

  /sbin/iptables -L FORWARD

  /sbin/ip route ls table all
