One thing that would help is some traceroutes to computers in all three IP blocks from something you would find at www.traceroute.org and from each of those blocks out to the internet; maybe even to the IP of the route server you use at www.traceroute.org Sounds like you (or your provider) has congested links and is routing the two bad latency blocks over them.
