Is /etc/default/snmpd configured to listen on other

(Annoying tendency for Debian based OSes to immediately start a service

sure the server is listening on a public interface ?

Looks ok, but you are querying with version 1 (-v1) and you should
be using v2 (-v2c) at least for restricted views.
