The interface flapping would generally have nothing to do 
with the "normal" clock accuracy. But as mentioned, it's 
good to have a correct clock as it aids troubleshooting.

Should be easy to fix - check for a bad cable, bad switch 
port, bad router port, extra long cable distance, e.t.c. The 
usual suspects.

Is this a cable which has been working for long and just 
developed these issues, or is it a new run?
