Yes Africa is mentioned as the poor child where changes to the root  
zone will :

1- Kill  Anycast nodes as  they won't have enough bandwidth  to carry  
the root zone

2-  Break the net as they can't upgrade firewall/middle boxes  to do  
the right thing with edns0 (or newer version) and UDP fragments

3- Break the net as  there is not enough bandwidth to carry  larger  
DNS responses packets


And probably  the one to kill the root servers  as  TCP Fall back    
will drastically  increase.


May be it is time to  done some works on tagging packets with origin 
( developed or  developing )  for a better control to prevent   
"developing" packets to corrupt the "developed" net

An idea for a BoF ?????????
