But please let's use more proper words. The first one is "capacity",
the second one "throughput".

The Internet link of the OP seems to be assymetric. bing is quite bad
with assymetric links.
The ideal method would be to use Netpipe
<http://www.scl.ameslab.gov/netpipe/>. But, unlike bing, it requires
to run a program on both sides of the link.
