The reason for the message rejection is clear:

   Reasons for rejection may be related to content with spam-like 
characteristics
   or IP/domain reputation problems.

Are you the network admin or the ISP for that customer?  Is your 
network a source of email abuse?

The URL mentioned in the rejection message has information on how to 
resolve the problem or at least provides you with a means to contact Hotmail.
