Root servers Operation and Hosting basically follow BCP 40. Each Root  
Operator  deploying Anycast  has their requirements.

During the root anycast workshop AfriNIC organized some months ago,  
{F,I,K}- root presented about their anycast deployment. http://www.afrinic.net/projects/anycast_presentations.htm

Please note that AfriNIC does not operate root server :-)

AfriNIC  through its root Anycast  project  helps IXPs and transit   
points willing to host and  which meet a root ops  requirements  to  
deploy copies in our region.

This will be done in the limit of  dedicated resources and is a joint  
activity  between the Root ops, the Host and AfriNIC.

Potential host  can send a mail to root-project at afrinic.net.
