Where do you see the main audience for the school examination results
(published online!) of country A ?

Would you consider hosting them inside country A - which has an IXP?

Unfortunately and because of bad reasons and inaccessible/overpriced
domestic infrastructure, many ISPs till have only VSAT as their only
outside connection (ie not even connection to IXP in another city).
