The best solution is to ask your DNS administrator. If you are the new
DNS administrator, the best solution is to first learn DNS, since you
appear to be a beginner. A few resources for that:

Once, this is zone, you can start addressing the two problems (the
desynchronization - serial numbers are different) and the wrong
delegation.

For both problems, my advice is to start with describing, even if it
is only to yourself, what is the normal situation. What name server is
supposed to be the master? What is the delegation supposed to be? Once
you have a clear answer to these questions, you can start fixing.
